[cle-release-team] Ready to build CLE 2.9.3-RC01

Hi CLE Release team,

It sounded (for the times Matt and I actually were on the call!)  that the CLE release team is ready for CLE 2.9.3-RC01. 

AFAICT all issues that were blockers to this release and important to sub-groups (Samigo, Internationalization, Accessibility) have been verified and merged into 2.9.x .

Except for 2 merge conflicts:

We plan to proceed with an RC01 !
