[cle-release-team] 2.8.3 ready for release, vote, test, etc

Hi all,

Over the past week or so I have completed all outstanding merges for Sakai 2.8.x. There were around 100 or so. This includes all indie tools. Each was spot tested for regressions.

The exception to this is Samigo which had some quite complex and broad reaching fixes made in trunk that were listed for a 2.8 merge. Being a complex tool, I left some of those alone as I do not have sufficient QA resources to fully test them to the level that I would deem acceptable. In addition, some didn't look fully complete (ie two merges to trunk, but only one merge to 2.9.x) so I was not comfortable in merging them at this time. I commented on the issues that I found in this state. They should be looked at. 

Anyway, it would be good to get some eyes on 2.8.x, either on nightly or an up to date local instance. 

Also, could the TCC chair (Mathew now, Megan in 2 days) please call a vote to release 2.8.3. Voting means you are happy with the current state of 2.8.x and want it released.

Due to time limitations (ie I am on holidays in 2 days time, actually going to the beach) I am going to start releasing indies right now so that we have a headstart. If we need to re-release then so be it, but I am confident we'll be ok. I doubt I will get all indies released in time so unless someone else wants to help it might be a few weeks off. I might be able to shoot off an indie release or two whilst away though no guarantees.
