[cle-release-team] potential blocker for 2.9.1 - MSGCNTR-772

I'm working on a resolution.  I've tracked it down to

 //MSGCNTR-741 need to filter out post first users

 userlist.removeAll(getNeedToPostFirst(userlist,
(DiscussionTopic)reply.getTopic(), reply.getTopic().getMessages()));
