[cle-release-team] KNL-817 Dev QA needed

There has been a bunch of confusion around this ticket:

First it was verified, then the merge to 2.9 got a little messed so it
was presumed broken, then verified again in a separate ticket, then
challenged as still not working. So, I have reopened this one so it
can be tested again and verified again (and checked as merged again)
OR if there is an issue, the steps to reproduce added to the ticket so
I can fix it. This one really requires someone who has access to the
server (both the file system, database, and the sakai prperties) in
order to really test it. If a couple of folks with that kind of access
could test things out and help us put this to rest it would be
awesome.
