[cle-release-team] email template issues

I don’t think this is actually working properly yet.  The db has a constraint, but all that really does is make my startup fail because of a constraint violation.  Shouldn't it check to see if the template exists before adding it?  That seems like the right way to go.  Or, look for this exception and just skip over it as harmless.
Doesn't look like I can reopen the ticket.  Not sure what's up with that.
