[cle-release-team] Sakai CLE 2.9.0 beta03 release now available

Thanks Chris,

As part of the b03 cleanup, it would be nice to identify any artifacts that
a clean build downloads from any source other than the central repository
at repo1.maven.org. I can get these artifacts released into maven central.
We've been bad about this in the past, and one of the key unmentioned parts
of the b03 release is that all indie artifacts are in maven central now.

What this means is that you should have more reliable downloads, and if you
only need need indie dependencies (such as kernel, etc) you don't need a
repositories section anymore in your root pom as an indie tool after b03.

I'd already performed some pom cleanup to get this release out, but I'm
sure there's still more to do in the 2.9.x and trunk.
