[cle-release-team] Release b03 - Master missing in .externals

Hi Miguel,

The master is released as an indie as in maven central now. It has to be
released before all of the indies.

So it didn't make sense to include in the .externals for the core of a
release because it is an unnecessary download and not referenced. I suppose
I could just leave it in the .externals, but I had to remove it from the
modules and change the relativepath to get this build to work. I just
released this last night and wanted to get something out.

Really what you did is probably the best if you want a release and a
modified master. If you want all of the tools possible, you can use the
2.9.x-all branch

Once we test this more internally I was going to make an announcement, let
me know what you think about this. Leaving it in would make it easier if
you wanted to change the version of master, update a few things and have a
then only need to update the reference in base. But there are a few
projects I'd found in that core that are still (I believe incorrectly)
referencing master directly which would also need to be updated. These are
all betas and this was my first release for the community, so I'm open for
suggestions.
