What project is this part of? If users are in the QA team then they
will have the right permissions to properly resolve things. If not, we
have to assign them those permissions on a project basis by making
them part of the QA team for that project.

We're testing on a local trunk build, due to problems on the nightly2 server at the moment. Any idea how to resolve the workflow issues in JIRA? For now, we're selecting "Close without testing", and then adding a comment that the issue has been tested.
