[cle-release-team] SAK-13386: High CPU from stuck threads

This JIRA seems high value.  Beth from UMich says this is going into
production at UMich.  Can someone do a quick review on it and mark it as
tested (or if you have concerns, reply to the list!)?  The changes are in
the content tool.
