[cle-release-team] agenda item: User Membership tool

So, this is going to likely also be a TCC item to discuss, but the
user membership tool pre-2.8 has serious performance issues. I am
thinking this is something to warn the community about but I think we
should talk about the best way? Maybe a PSA to the dev list?
