I say we abandon the idea that the master version defines the version of Sakai and just go with 1,2,3,4,5 etc, in line with Jasig:

Master could then define stable versions of properties rather than snapshots, and would be stable itself. Then you could release master as required, tools eventually bumped to depend on it, and master also becomes an indie. This may be more controversial and would need more thought. But other projects manage in this way (uPortal).

Just moving the dependencies/deployment around so that master is a true parent, would solve some of these problems and may be all we need.
