[cle-release-team] Fwd: 2.9 install guides suggestion

Hi Neal,

site.add.project was added in https://jira.sakaiproject.org/browse/KNL-952 and is in trunk and ported to 2.9.0. People need to know about it so they can update their existing realms accordingly.
site.add.portfolio was added in https://jira.sakaiproject.org/browse/KNL-703 and is in 2.9 and onwards (was done earlier). Likewise people need to know about this one.
This ticket is a bug and should be noted in the known issues, its fixed for 2.9.1: https://jira.sakaiproject.org/browse/SAK-22994
