[cle-release-team] Regarding the idea of restricting Fix Version field

Which says that there is no intention to implement "field level" security
into jira. Making each field into it's own permission. The ability to
resolve is linked together with the ability to change the Fix Version.

However there is a workaround the describe. They recommend setting up the
"permission" to include a limited set of people, removing the permission
from the workflow step for reopen and resolve and making that step larger.
The permission doesn't actually block going through this workflow, it more
blocks setting the fix version. So I guess that is possible in a roundabout
way.
