[cle-release-team] Help with Skin announcement

I would drop the "Rutgers has contributed a " part since the current skin
is actually a result of efforts from lots of schools and individuals and
there will be even more involved by the time it is released. Simply
mentioning it is new and replaces the older ones in 2.9 should be
sufficient IMO.
