[cle-release-team] Removal of some kernel utils

I am proposing we completely remove the following kernel utils after
2.9 is released (they are all marked as deprecated now):

Web
Validator
StringUtil
all Iterators (EmptyIterator, SortedIterator, etc.)

Every one of these is better handled via apache libraries or in FormattedText.

Does anyone have an opposing view?
