[Announcements] New UCT R&D tool: Account Validator

Hi All,

Some people saw this in Denver - we have developed a simple tool to
validate new guest accounts. This allows the new user to claim the
account or to merge it with an existing account on the system. More can
be found here:

NOTE a small patch to site-manage is required. This can be found in the
docs folder of the source code.
