[WG: Accessibility] Updating arkn.html for Accessibility

Hi Documentation group,

We are updating the Accessibility page in Sakai CLE so that it points to a Confluence page that can be updated more rapidly, as needed. 


Is this the right page, just double checking?

All the existing text is going to be replaced with:
