[WG: Accessibility] Accessibility Fixes from Sakai 2.7 with Potential for Back Porting to Sakai 2.6.x

Thanks, Brian and Mary. This will really improve things for institutions that plan to stay on 2.6 for a while.

If you (anyone) do run across anymore candidates for porting to 2.6.x do add them please.
