ATAG itself doesn't generate new success criteria, because ATAG requires conformance to WCAG and thusly uses the WCAG success criteria. ATAG does provide 28 checkpoints, which help to make sure appropriate areas have been examined for WCAG conformance. The ATAG checkpoints have multiple levels of priority as well. There was some hope that ATAG 2.0 would be completed and approved in 2009. That didn't happen. A problem with using ATAG 1.0 is that it specifies WCAG 1.0. I do not have any idea of where they are in the process of finalizing the ATAG 2.0 specification.

ATAG got included in the accessibility goals because ATAG applies to sites that let users add content such as blogs, wikis, etc. and the editing tools used to produce the content. ATAG 2.0 does include testable success criteria, techniques, etc. and references WCAG 2.0. I don't have a feeling for how volatile ATAG 2.0 is, so have been hesitant on specifying it directly.

Question on the wording.  According WCAG 2.0<http://www.w3.org/TR/WCAG20/#intro-layers-guidance>, this is the definition of success criteria:

Success Criteria - For each guideline, testable success criteria are provided to allow WCAG 2.0 to be used where requirements and conformance testing are necessary such as in design specification, purchasing, regulation, and contractual agreements. In order to meet the needs of different groups and different situations, three levels of conformance are defined: A (lowest), AA, and AAA (highest). Additional information on WCAG levels can be found in Understanding Levels of Conformance<http://www.w3.org/TR/UNDERSTANDING-WCAG20/conformance.html#uc-levels-head>.

So each guideline and subpart of the WCAG 2.0 guidelines have success criteria.  The Authoring tool Accessibility Guidelines 1.0 do not offer success criteria.  So do we want to meet all of the WCAG 2.0 guidelines or success criteria?  And what about the ATAG 1.0 guidelines? Also, don't we want to meet or exceed the WCAG 2.0 and ATAG 1.0 guidelines?

Here is my suggested rewrite:

To ensure this high level of accessibility for the greatest number of users, our goal is to design Sakai 3 to meet or exceed the accessibility design principals found in recognized international standards. Our goal is to meet or exceed all of the Authoring Tool Accessibility Guidelines (ATAG) 1.0 and W3C Web Content Accessibility Guidelines (WCAG) 2.0 Level A and AA Guidelines.

Now that I look at that second paragraph, I think the "the relevant parts of" should be removed. We don't state that about WCAG, and that only the relevant parts apply should be obvious. Sorry for the back to back emails! Here is how I have it now:

Thanks Eli,

That edit looks great to me.

I want to offer the following edit to the second paragraph. It was my understanding that we wanted to remove the reference to Section 508 completely. This edit also takes out the part about meeting legislative requirements. I wonder what folks think about that. We could say "...meet or exceed any legislative requirements by following the accessibility design principals found in recognized international standards."
